🏡 Major Home Buying Reforms Announced – What They Could Mean for Buyers and Sellers

The Government has unveiled ambitious plans to modernise the home buying and selling process in England and Wales, with the aim of making property transactions faster, more transparent and far less stressful.

While these proposals won’t come into force overnight, they represent one of the biggest overhauls of the home-moving process in a generation and could bring welcome changes for buyers, sellers and estate agents alike.

🤔 Why are changes needed?

Buying or selling a home should be an exciting milestone—but for many people, it can quickly become one of life’s most stressful experiences.

At present:

❌ Around one in three agreed property sales fail to complete.

❌ Transactions can take around four months to reach completion.

❌ Buyers and sellers often spend hundreds (or even thousands) of pounds before discovering unexpected problems that cause the sale to collapse.

The Government believes these reforms could help create a smoother, quicker and more reliable moving experience for everyone.

📋 More information from day one

One of the biggest proposed changes is the introduction of comprehensive property information packs before a home is marketed.

Rather than discovering important issues weeks into the process, buyers would receive key information upfront, helping them make better-informed decisions before making an offer.

Benefits include:

✅ Fewer unexpected surprises

✅ Better informed buyers

✅ Less chance of transactions falling through

🤝 Earlier commitment from buyers and sellers

Currently, either party can pull out of a sale right up until contracts are exchanged.

The Government wants to introduce earlier legally binding agreements, helping to reduce issues such as:

Importantly, this would only happen after buyers have received all the important property information, ensuring everyone can proceed with confidence.

💻 A more digital moving process

The plans also include modernising the home buying journey by embracing digital technology.

Potential improvements include:

📱 Digital identity checks

✍️ Electronic signatures

📄 Faster document sharing between solicitors, estate agents and mortgage lenders

This should reduce paperwork, minimise delays and help transactions progress much more efficiently.

⭐ Higher standards across the industry

The Government is also proposing improvements to professional standards for estate agents.

These include:

🏅 A new Code of Practice

🎓 Consultation on mandatory qualifications

🤝 Greater consistency and protection for consumers

The aim is to improve confidence throughout the entire buying and selling process.

📈 What could this mean for buyers and sellers?

If these proposals are introduced successfully, moving home could become:

🚀 Faster – with transaction times expected to reduce by around four weeks.

💷 Cheaper – helping buyers avoid unnecessary costs if sales fall through.

🔍 More transparent – with important information available from the very beginning.

😊 Less stressful – thanks to fewer surprises and greater certainty throughout the process.

For first-time buyers in particular, the Government estimates average savings of around £650 on failed transaction costs.

⏳ What happens next?

These reforms won’t happen immediately.

Instead, they’ll be introduced gradually over the coming years following consultation with estate agents, solicitors, mortgage lenders and other property professionals.

While there is still work to do before the changes become law, the direction of travel is clear: creating a faster, simpler and more reliable home buying process.
